An ARGO type vehicle is classified as an ORV (Off Road Vehicle) and cannot be driven on the shoulder as an ATV can.
This is because the driver does not straddle the seat as you would on an ATV (four wheeler).  An Argo
would be under the same restriction as a side by side (Rhino)

Is a helmet required for the off road type vehicle like the and Rhino where you have a steering wheel and sit side by side?
Yes, a helmet is required even though a seatbelt is used.  According to the Thessalon O.P.P. detachment.
